About the Role
This role leads the end-to-end customs, logistics, and warehouse operations, ensuring full compliance with PRC regulations while optimizing cross-border efficiency. You will drive strategic partnerships with 3PLs, govern global customs frameworks, and lead a high-performing team to achieve operational excellence.
What You Will Do
- Ensure knowledge of PRC compliance and practices is maintained in line with current legislation/regulation through continuous professional development
- Optimize the import/export operation, to improve the efficiency thorough internal /external communication, with standard process and well-prepared documentations.
- Develop opportunities and apply for customs simplifications on behalf of traders including Inward Processing, Outward Processing, Customs Warehousing, Approved Exporter, Duty Deferment, Returned Goods Relief, VAT postponed accounting
- Lead the design and establishment of the company's global customs process framework, covering import & export, customs declaration, bonded operations, and cross-border trade. Drive process reengineering, risk control, and digital transformation of customs workflows to build a unified, company-wide standardized customs management system.
- Respond to customs related enquiries including commodity coding, trade preference, duties, valuation and customs transit
- Monthly Reconciliation for system record/physical stock/customs for manufacturing Handbook and Warehousing handbook. Ensure annual customs verification on manufacturing handbook successfully.
- Achieve operational success in warehouse, including inventory accuracy, safety, and productivity through all approaches like Cycle counting, FIFO discipline, EHS policy, Equipment maintenance, 5S management etc.
- Play key role in service contracting with 3PLs and other logistics vendors by working with Global Logistics teams, lead formal local service reviews with 3PLs based on developed KPI.
- Managing the forwarder and broker agent, regular review of the service agreement and their actual performance
- Oversee customs entry work ensuring accurate and timely submission and follow up action for import and export declarations. Provide cover for brokers when needed
- Create and maintain records for accounts, budgeting and contract purposes
- Develop team’s capabilities and skills to reach market leading level, establish stronger winning and supportive team spirit.
- Build relationships with clients and get to know their supply chains
- Ensure learning from client engagement is shared with the team
- Other tasks assigned by superior.
What You Need to Be Successful
1. Education background:
- University above graduate in SCM, industrial engineering or equivalent
2. Professional knowledge/Skill/Quality:
- Extensive experience in managing various 3PLs.
- Advanced knowledge of Chinese customs regulations and other relevant legal requirements.
- Familiar with ERP, knowledge of SAP is preferred.
3. Working experience:
- 8+ years solid experience in Supply Chain, Logistics and Warehouse Management in a multinational company, Instrumentation/ Industrial filed is preferred.
- Understanding on importation and exportation declaration process
- Understanding on customs laws/regulations and always up to date for the relevant update
- Good experience at the relationship management/handling with customs and other relevant government officers
4. Others:
- Strong Leadership skills, 5+ year managerial position experience.
- Strong interpersonal and communication skills with cross functional teams and governmental agencies.
- Good analytical and strong negotiation skills.
- Good command of English, both oral and written.
- Proficient with Microsoft Office
Bonus Points if You Have
- Proven Track Record in Manufacturing/Industrial Sector: Extensive experience specifically within the Instrumentation or Industrial field, understanding the nuances of importing/exporting capital goods or components.
- Advanced Customs Expertise: Hands-on experience with special customs regimes such as Inward/Outward Processing, Bonded Warehousing, Duty Deferment, and Returned Goods Relief (RGR).
